Norway achieved 92-97% return rates on plastic drink containers through a deposit-refund system managed by Infinitum (non-profit administrator). Established 1902 for reusable glass, expanded 1999 to one-way containers (cans, PET). Tax incentive: containers with 95%+ return rates are exempt from environmental tax, creating financial motivation for producers. Reverse vending machines deployed in retail networks enable frictionless returns. The system demonstrates that deposit return schemes can achieve world-leading circular recovery when designed with producer incentives, consumer convenience, and regulatory clarity.
